A steep climb to start the first leg of the Route Napoléon from St Jean Pied-de-Port, but the superb views over the valley are a good reward. The Route Napoléon (Saint-Jean-Pied-de-Port to Roncesvalles) is closed between November and March.

An early morning start is recommended if you plan to walk to Roncevalles in order to see the early morning mists and sunrise, avoid some of the afternoon heat, and have time to relax when you get there. Make sure you have actual cash to pay for your bed if staying in the albergue de peregrinos.

To be preferred, I think, outside the scallop season. I cycled downhill there in January, superb road and alone. Back in May, lots and lots of people on the road on foot! Also preferred in the direction of descent because the climb must be steep!
