Washington, in Bronze gegossen, sitzt hoch erhoben auf seinem Pferd, während Figuren wie Jefferson und Patrick Henry daneben stehen und Virginias Rolle in der Revolution würdigen. Unter ihnen spiegeln symbolische Frauenfiguren Ideen wie Freiheit und Gerechtigkeit wider. Die Fertigstellung des Denkmals dauerte Jahrzehnte – der Grundstein wurde 1850 gelegt, die Fertigstellung erfolgte jedoch erst 1869. Jefferson Davis' zweite Amtseinführung fand sogar während des Bürgerkriegs hier statt.
