The memorial stands directly by the sea, along the coastal path. It commemorates various events during the Second World War that shaped the Basque Country: the presence of a community of Basque refugees from Spain, the occupation, the exclusion zone, the escape via the port of Saint-Jean-de-Luz and across the Spanish border, the imprisonment by colonial troops, the bombing of Biarritz, the construction of the fortifications of the Atlantic Wall, acts of resistance, repression, deportations, and persecutions.
