The Roman theater was built in the 1st century BC by the then governor Balbus Minor. It was the second largest theater in Roman Hispania, surpassed only by a few meters by that in Cordoba.

This theater is the oldest on the Spanish peninsula and the second oldest in the entire Roman Empire. Only the Theater of Pompey in Rome is older.
Since a large part of the theater has already been rebuilt with houses, further excavations are difficult. However, an interesting animated film about the size and operation of the theater is shown in the museum.

The Roman Theatre of Cadiz was built around 70 BC when Lucius Cornelius Balbus "the Elder", a Gaditan, a personal friend and advisor to Julius Caesar, decided, together with his nephew Balbus "the Younger", to expand the boundaries of the city of Gades by building the Necropolis. In this new district an amphitheatre and a theatre were built, the latter located in 1980 under the current district of El Pópulo.
