The museum and the foundation that supports it were founded in 1907 by Antonio Borgogna and his friend Vincenzo Laviny and dedicated to Antonio's father. The Borgogna family and their collections formed the core of the museum. At the entrance to the museum is a posthumous bronze bust of Antonio (1910) by the Vercelli sculptor Francesco Porzio. Between 1912 and 1915 the museum was expanded with an additional wing designed by Giuseppe Leblis. In 1932, works of art from the Vercelli Institute of Fine Arts and from oppressed churches and monasteries were brought together here.

After the Galeria Sabauda in Turin, this museum has the largest art collection in Piedmont with work by Italian, Flemish and Dutch masters from the 15th to the 19th century. Special are the frescoes from churches in the region and paintings by Piedmontese Renaissance painters.
