The clock tower was built in 1928. The monument, designed by city architect Walter Fischer, stands on the roundabout at Bruchnerallee and Nordstraße. It replaces the Bismarck Monument, which until 1920 marked the center of the boulevard built around the turn of the century.

It seems like the inconspicuous tower was built to show the time. But originally it was used for lighting. For this purpose, the then city architect Walter Fischer had branched off a horse-drawn cart from bricks during the construction of the Rheydter town hall, which he used as a prelude using clever interlocking technology
