The oldest part of the building was built in 1862 as the City Hall, while the Memorial Hall and the Clock Tower were added later, between 1905 and 1909.

The theater seats 614 spectators and is renowned for its architecture.

In front of the building stands a statue of Stamford Raffles, the founder of modern Singapore.
