Whale themed playground next to the Terrace Restaurant on top of the Musée océanographique de Monaco. The view is amazing!

Admission isn't cheap (book online and visit at off-peak times with a discount), but it's definitely worth it.
The 1st floor with various old seafaring utensils is also particularly recommended.
