Shown is symbolically the taxpayer by the cow, which is milked by the official. However, the milk escapes through the holey milk jugs and is licked on the ground by a cat. So this is literally "for the cat", while the rest "goes the brook nab" and flows in a small stream. Source: Wikipedia

The execution took place in 2001 by Leo Wirth. Wirth created a figure group of officials and goats as early as 1996, which takes up this topic. The taxpayer is represented by the cow, which is milked by the official. The milk runs through the holey milk jugs and is licked by a cat (literally "for the cat"). The rest "goes down the stream" and flows into a small stream.

Part of the taxes are wasted, another part "runs down the drain"... and the rest can be used to finance works of art like this fountain!
