The rose garden of the city of Cologne is located in the area of the former Fort X of the inner fortress ring on the Neusser Wall in Cologne Neustadt-Nord. The plans for the symmetrical rose garden on the outer wall of the defensive system came from the urban garden director Fritz Encke. Since 19 June 2008, the rose garden of the city of Cologne is part of the Hilde-Domin-Park.

The fort, built in 1816, is still completely intact and is an imposing structure that blends in homogeneously with the surrounding green area.
Due to the fact that it was already used for residential purposes at the beginning of the 20th century, the fort was spared the fate of the razing according to the Versailles Treaty of 1920.
A new user has recently been found for the building, which is in parts very dilapidated, a Cologne carnival club. The city of Cologne was not financially in a position to carry out the costly renovations that were required.
