They were stars of their time. The French engineers who built the legendary Canal du Midi in southern France were far ahead of their colleagues in Europe, especially in technical hydraulic engineering. With Napoleon's personal involvement, they were supposed to consolidate his claim to power in the north of the Empire with a similarly bold, albeit much smaller, building.
In 1804, Bonaparte commissioned his chief engineer Aimable Hageau to design the "Grand Canal du Nord" project. This was intended to connect the Rhine with the northernmost seaport under French rule in Antwerp in order to avoid Dutch customs duties. The course of the canal was based on the least possible number of hydraulic structures, an adequate supply of water and the most favorable defense line towards the east. In 1806/07 the decision was made for the route from Grimlinghausen on the Rhine via Neuss to the Meuse and the Scheldt. Construction work began in 1808.
The water level in the canal was raised with two locks from the Rhine near Grimlinghausen and lowered again with seven locks from Louisenburg (municipality of Straelen, Kleve district) towards the Maastal. The Obererft and Niers were supposed to feed the canal with water. This is how a technical structure, previously unknown in Germany, was built at the intersection of the waterway and the Obererft, the "Epanchoir". The French verb "s'épancher" is translated as "to run out of something" and has the Latin origin "expandere", to spread out. The city of Neuss calls it a “relief structure”. Here, at the inlet of the Obererft, it was built to regulate the water level in the North Canal. This was intended to ensure both its reliable navigability and the water supply to the large mills on the outskirts of the city. No two epanchoirs are the same. The Neuss example consists of two fixed overflow weirs and two movable protective panels that are attached to toothed rods. They can be raised and lowered using cranks and thus influence the water level. ..."
