Billwerder Island lies south of the Holzhafen harbor and was formerly used by the Hamburg Waterworks (now Hamburg Wasser) for drinking water treatment. At the beginning of the 20th century, four large settling basins were built there, which were decommissioned in 1990 and have lain idle ever since. After the Federal Administrative Court made various ecological compensation measures a condition for the approval of the fairway expansion, the area attracted the attention of planners as an ideal new habitat for the endangered hemlock water dropwort. By connecting the two northern, seven-hectare basins and connecting them to the Holzhafen harbor via a small canal, a tidal area will be created. This will be designed with tidal creeks, mudflats, and wooded islands to allow a floodplain forest to grow along the shore. This will create a near-natural biotope for the establishment of hemlock water dropwort. The HPA has already begun initial work.
