The Horton Plains is a National Park located between 2,100 and 2,300 metres above sea level. cloud forest and montane grassland prevails, and you're likely to see herds of Sri Lankan sambar deer if you pass through here.

Please note that you may need to get a permit to ride through Horton Plains on a bike.

Entry to the park as a European with a bike is now $40 (Rs12,100). The road is still in need of repair. I drove through because it is the most beautiful connection between Eliya Nuvara and Ella.
For the hefty entrance fee, I also did the hike to Worlds End/Baker Falls. I was able to lock my bike fairly safely on a bench in the canteen area, and I was able to leave my panniers with the ranger at the entrance to the trail head.
If you are only doing a day trip by bike, I would actually recommend starting from Ella and then turning around at the entry point. The €40 is really not worth it for what you see
