On behalf of the "coal mine union, Mont Cenis’ Sodingen (Westphalia) ", the water and observation tower was built on the mine-owned property by the company for concrete and reinforced concrete construction Carl Brandt, Düsseldorf, from autumn 1912. In the early years, the Kaiser Wilhelm Tower supplied the Mont Cenis colliery with water and also served as a lookout tower. Those interested can climb the tower for a kilometer-wide view in all directions. However, this possibility has been restricted again and again, for example by the decision of the Herne department heads on June 14, 1938: “... The observation tower is to be barricaded now so that the children can no longer carry out further destruction, and neither can they climb the tower more is possible. "

On October 27, 1939, the Castrop waterworks administration for the northern coal field wrote to the building construction office of the city of Herne: “Unfortunately, the water tower cannot be used for our purposes because of the low altitude.”

During the Second World War, the Kaiser-Wilhem-Turm was used as an observation point.

The Sodingen official assembly started thinking about the use of a room in the tower as early as 1919. Until the opening of the city's own changing building in 1972, Arminia Sodingen's footballers found a way to change clothes in the building. Today these rooms are only used as a sports equipment and material store.

Since July 1975 it has been possible to enjoy the beautiful view from the tower again after years. But in 1977 the observation tower was closed again because of “constant destruction and pollution”. It was not until May 1980 that a new, albeit limited, access was created.
