The Empire of Japan began construction of a bridge over the Zhuoshui River in October 1937 after the local population formed a committee to request support from the Japanese government. By March 1940, 32 piers had been completed, but construction was halted after the outbreak of war against the United States on December 7, 1941. Materials for the bridge were subsequently shipped to Hainan, China.
After the handover of Taiwan from Japan to the Republic of China in 1945, the Xiluo Bridge Reconstruction Committee was established in 1948. A site visit was held on January 26, 1950, attended by Taiwanese government personnel, members of parliament, engineers from the Economic Cooperation Administration, and representatives of the U.S. State Department.
In 1951, the US government provided $1.3 million for the steel materials, while the Taiwanese government provided $6 million for the project. The Taiwan Machinery Manufacturing Corporation and the Mechanical Engineering Department of the Ministry of Economic Affairs were responsible for the bridge construction and painting, respectively.
Construction of the bridge resumed on May 28, 1952, and was completed on December 25 of the same year. The dedication ceremony took place on January 24, 1953.
