The OC&E Trail covers over 100 miles of converted rail lines, making it Oregon's longest rails to trails project. Aside from the first few miles in and around Klamath Falls that are paved, the rest is an assorted mix of dirt and gravel roads. Some sections are fast and smooth while others can be bumpy. While it is possible to ride on a gravel bike you'll want wider tires for the loose sections, and a hardtail mountain bike might be the ride of choice for this particular trail.
