The Chocolate Town is a tourist development by the Zhejiang Province and was launched in 2011. It is made up of European style houses and displays chocolate production and allows for some DIY (as far as I can gather from the information boards).
It appeared closed when I was there, but I also checked Dianping (the Chinese YELP app) and there have been very recent, positive ratings. So I guess my impression is not correct.
