In 1915, the architectural firm Visser & Smit from Papendrecht was commissioned to design a water tower to provide Dubbeldam with clean drinking water. The tower was completed in 1916. The inscription above the entrance reads: "Established under Mayor De Roo Anno 1916."
The Water Tower is constructed entirely of reinforced concrete, a new building material at the time. Previously, water towers had a brick base on which an iron reservoir was placed. The reservoir rested on six concrete columns; the fact that these columns were closed off was actually purely for decorative purposes and to create the appearance of a tower. The reservoir of the Dubbeldam Water Tower was also made of reinforced concrete, not iron. The Water Tower was one of the first towers in the Netherlands with a so-called hollow-bottom reservoir, which measured 200 m².
