Because the canal planned by Napoleon was never completed. Construction work stopped in 1811.

The canal was supposed to be built because Napoleon wanted to bypass the Dutch ports because they continued to trade with the English. A canal was planned from Neuss via Venlo to Antwerp, thereby bypassing Rotterdam and other ports.
Construction began in 1809 and around 1/3 was completed. Then Napoleon took the sea ports and the canal was no longer necessary. In 1811 the work was stopped.

The Louisenburg lock is a monument of the "Grand Canal du Nord" that has been preserved to this day.
In 1809, the French began building the North Canal as a shipping connection between the Maas and the Rhine. Napoleon wanted to use this planned new waterway from Neuss via Venlo to Antwerp to bypass the Dutch seaports at the mouth of the Rhine. The lucrative shipping traffic on the Rhine and Maas was to be routed via the seaport of Antwerp, as the Netherlands opposed the trade embargo imposed by Napoleon with the English.
After about a third of the canal had been completed, the Dutch ports came under Napoleon's sphere of influence and the reason for building the canal was no longer valid. Work was stopped in 1811.
