The museum in the Pakruoj region was founded in 1959, in the secondary school of Žeimel. It was named "Žiemgala" because at that time it was the first and for some time the only museum in the land of the old Žiemgala inhabitants. The founder and manager of the museum was English teacher, local historian, and writer Juozas Šliavas. Museum in 1993 moved to the restored Little Tavern, located in the center of the town.
The museum has more than 6,000 exhibits, one of the most numerous is the Archeology department. Exhibited are very ornate 19th century. center cross sun-shaped finials, artistic door hinges.
