According to Recerce, these were one-man bunkers or fire stations.
The small viewing slits and the access hatch also indicate this. I'm just imagining what would happen to someone if phosphorus fires broke out all around them. The soil in the area is so contaminated with phosphorus in places that there are absolute no-go areas - and that after 80 years.
