In 1774 Jacob Otten Husly wins the competition for a new town hall in Groningen. It is a leading building in the Netherlands in the then new neoclassical style. Husly will probably ensure that plasterer Logemann is allowed to take care of the stucco (still present).
In addition, Logemann will have the exclusive right to carry out the stucco work for the municipality of Groningen for 30 years.

Johan Berend Logemann from Oberlethe/Oldenburg, like any craftsman in Germany, will have to learn his trade by being employed for a number of years at a “recognized” company.
He probably does this in Amsterdam with the plasterer family Husly. Jacob Otten Husly is an innovative architect/plasterer and may have been one of Johan Berend's teachers.

The project of the new town hall has been much discussed, which means that it will take more than 30 years before the 60-year-old Logemann, who now lives in Emden, can apply the stucco in the town hall.

Another striking work of art in the old council chamber of the town hall is the mural by Ploeg painter Johan Dijkstra.
