I personally find the term "war memorial" inappropriate for this landmark, as it doesn't reflect the modern intention of such a monument. Ultimately, it's not meant to commemorate "the war," but rather the victims of war and tyranny. The name "memorial"—or, more recently, sometimes "memorial to the fallen" (which is conceptually similar to the French "Monument aux morts")—expresses its memorial-like character much better than the English term "war memorial."
