The city mill was a sovereign mill, the Elector and Archbishop of Cologne. With the pledge in 1463, it became the property of the cathedral chapter, which also carried out the leases and repairs. It was a ban mill, i.e. the subjects of the sovereign were obliged within a certain area to have their grain ground exclusively in this mill.
