In 1941 the site was the site of a foreign labor camp for Italian workers. Construction work on the Neisse river bed and the Hirschfeld power plant; they are among the main areas of application.
In 1942 and 1943, the foreign labor camp was expanded to include numerous residential barracks and functional buildings to accommodate additional “Eastern workers”. A main reason for the further need for workers is the construction of the ballast in the Hirschfeld power plant.
Around 800 workers from different nations were housed in the foreign labor camp in 1944.

The former Seiferts Höhe forced labor camp (also known as the ASW Italian Residential Camp and Preliminary Camp) was built by the Sächsische Werke (ASW) stock company during World War II in 1941 in Hirschfelde, now a district of Zittau.
